This is a spicy dish; you can cut down the peppers or don't add them; it won't hurt the dish or the flavor. It can be made with your favorite or most affordable cut of beef and even with chicken or pork. Rice and beans on the side with tortillas would be the best sides.

Carne en Salsa

Start making the salsa, adding the peppers, celery, tomato, and garlic cloves into a pot and add enough water to cover; put the lid on and boil for 15 minutes. 

Add everything in the blender with the fresh cilantro and some or all the water from the pot, depending on how the thing you would like the salsa and reserve. 

Add the oil and green onions in a skillet on medium heat, stir, and cook until the onions are slightly golden brown. Remove them from the skillet and reserve them for later. 

Season the beef with salt, pepper, celery salt, and cumin. Add the meat into the skillet with the garlic and cook until the liquid dries up, then add the onions and the salsa. Cook for about 2 minutes and done.
